He earned his BA in history (First Class Honours) at the University of New Brunswick, Fredericton New Brunswick in
1990. He completed a MA in History at the University of New Brunswick in 1992, his thesis title was To Secure Command of the Sea: NATO Command Organization and Planning for the Cold War at Sea, 1945-1954. And completed a PH.D. in history at the Temple University in Philadelphia, Pennsylvania, his dissertation title was: Learning to Love The Bomb: Canada's National Security Strategy and Nuclear Weapons, 1951-1972.
